What is Reactivate and relocate?

Arbetsförmedlingen (the Public Employment Service of Sweden) is managing the EU mobility project Reactivate.

Reactivate is a project open to unemployed persons aged 35+ and to employers with recruitment needs (focus on SMEs) from all EU countries. It aims to match employers with hard to fill vacancies with skilled candidates across Europe. Duration of project is until end of May 2018.

This project only supports jobs. However, traineeships and apprenticeships may be covered by other Reactivate projects. Please refer to the EURES portal.

Information for jobseekers


Reactivate aims to match employers with hard to fill vacancies with skilled candidates across Europe. Unemployed jobseekers interested to take part in Reactivate must contact a EURES Adviser/staff or a Public Employment Service Officer to get support. Unemployed jobseekers (focus on long-term unemployed) may receive a mobility service package containing: matching to a suitable job, employer contact and preparation before taking up a job abroad.

All applications to take part in Reactivate must be managed and sent in by EURES staff/the Public Employment Services. Please contact the project partners for more information regarding project, application forms etc.

The project supports European mobility and sustainable recruitments with fair working conditions. The project cannot support employment within businesses with high turnover, such as sales and telemarketing, or with one or more days of unpaid trial work/training before employment or which offers only commission with no fixed wages.

Unemployed jobseekers taking part in the project through a mobility service package may receive financial support for: a job interview, support to get settled in the new country of work, extra family support if bringing family along, a language course and for recognition of qualifications.

Please note that the processing time regarding applications is around 2-4 weeks.

To be eligible for the project jobseekers have to be:

  • unemployed and aged 35+
  • citizen of an EU country
  • resident in an EU country and apply for a job in an EU country other than their country of residence.

Unemployed jobseekers selected for a mobility service package from EURES staff and/or the Public Employment Services may receive financial support for attending a job interview. The interview can take place in another EU country or within the country of residence, but must be connected to a recruitment towards a job in another EU country. The financial support is EUR 100-350 according to distance.

Applications must be managed and sent in by EURES staff and/or the Public Employment Services.

Conditions

  • unemployed and aged 35+
  • citizen of an EU country
  • resident in an EU country and apply for a job in an EU country other than their country of residence.
  • applications must be sent in before the date of the job interview, no retroactive applications
  • job applied for must have a duration of at least 6 months
  • working hours must be at least 50 percent of a normal working week
  • no double payment, i.e. paid travel received from employer, other project or authority.  

Please note that jobseeker will be obliged to reimburse the support if they do not travel to the interview, and if they do not have duly motivated and lawful reasons to do so. If that happens, please inform us immediately.

Application

  • fill in whole application, undersigned by jobseeker then print and scan it
  • attach a document/mail from employer confirming invitation to job interview
  • attach a copy of: jobseeker passport, travel documents/bookings, qualification/diploma or CV, job vacancy, account statement that shows that jobseeker is the holder of the bank account
  • scan and send application and all documents by e-mail
  • after attending interview, send Confirmation of attendance form where the employer confirms jobseeker attendance.

The project verifies all information given.


Unemployed jobseekers selected for a mobility service package from EURES and/or the Public Employment Services may receive financial support for relocation to another EU country when a job has been offered.

The support covers costs towards travel and temporary accommodation during the first stay in the country. Jobseekers must not receive the same kind of support from the employer. But it is possible to choose not to accept support from the employer and apply for support only from Reactivate instead. The support is a flat rate according to country of destination.

Family support: Jobseekers that will bring their family along when relocating to their new country of work may receive an extra financial support for families, i.e. spouse, children. The support is EUR 350/spouse/child up to max. EUR 1000/family.

Applications must be managed and sent in by EURES and/or the Public Employment Services.

Conditions

  • unemployed and aged 35+
  • citizen of an EU country
  • resident in an EU country and apply for a job in an EU country other than their country of residence.
  • application must be sent before the jobseeker leaves country of residence and before starting date of the new job
  • application cannot be sent after the jobseekers has moved to the new country, no retroactive applications
  • job applied for must have a duration of at least 6 months and jobseeker is expected to stay the whole period
  • working hours must be at least 50 percent of a normal working week  
  • wages and work conditions must be in accordance with national labour market law and praxis, such as collective agreements or minimum wage
  • no double payment, i.e. no paid travel nor temporary accommodation during your first stay from the employer, other project or authority.  
  • not eligible with employment in one country and actual work in another country, so called posted worker

Please note that jobseeker will be obliged to reimburse the support if they do not start the new job or if they leave the job before 6 months, if they do not have duly motivated and lawful reasons to do so. If that happens, please inform us immediately.

The project will ask the employer to send in a Confirmation of employment, no later than 4 weeks after the first day at work. Financial support cannot be granted until we have received the Confirmation of employment from the employer. The project will verify all information given.


Jobseekers may also be entitled to receive additional financial support to cope with costs required to move and work in another EU country as specified hereunder. A precondition is that the employer, other project or authority do not already pay for these costs. Always attach a copy of jobseeker passport.

Recognition of qualifications

If jobseeker have got a job, been pre-selected or have good chances of finding a job in another EU country, based on a need to have academic and/or professional qualifications recognized in new country of work, jobseeker may qualify for financial support towards costs incurred. The costs incurred with the recognition of qualifications may include: certified copies and/or translations, administrative proceedings, supervised practices (or trainings) and/or aptitude tests. Payment of financial support may be claimed, fixed rate of EUR 400, after submission of a recognition request to the competent clarification body. Applications must be managed and sent in by EURES and/or the Public Employment Services.

Language course

If jobseeker have got a job been pre-selected or have good chances of finding a job in another EU country and have a need to attend a shorter language course in order to facilitate the work, they may be eligible for support. Please note that application needs to be approved by project before start of course. Payment of financial support may be claimed after approval with EUR 400 directly before start, and with EUR 400 after successful completion of the course and after documentary evidence such as course certificate. Applications must be managed and sent in by EURES and/or the Public Employment Services.

Information for employers


Reactivate aims to match employers with hard to fill vacancies with skilled candidates across Europe. Employers with recruitment needs, focus on SMEs, must contact a EURES Adviser/staff or a Public Employment Service Officer in order to take part. An employer may receive a mobility service package containing: recruitment services i.e. help to publish vacancies on the EURES portal, matching of suitable candidates from abroad, as well as information on what to think about before employing from abroad.

If a cooperation is established with EURES/Public Employment Service regarding recruitment, small and medium-sized enterprises (SMEs) may also receive financial support if they offer an integration programme to their newly employed person(s) aged 35+ from another EU country. The financial support cover some of the costs for: on the job training, language training and administrative support etc. helping the new employee to get settled.

Reactivate supports European mobility and sustainable recruitments with fair working conditions. It cannot support employment within businesses with high turnover, such as sales and telemarketing, or with one or more days of unpaid trial work/training before employment or which offers only commission with no fixed wages.

To be eligible for financial support, employers need to be:

  • small or medium sized (maximum 250 employees)
  • legally registered in an EU country

Conditions

  • offer employment to a person 35+ from another EU country for a minimum of six months
  • offer wages and work conditions in accordance with national labour market law and praxis, such as collective agreements or minimum wage.
  • working hours at least 50 percent of a normal working week
  • not offer work in one country and thereafter send the employee to work in another country, so called posted worker

Application

  • fill in whole application, undersigned by employer then print and scan it
  • attach proof of registration to ensure employers’ legal establishment as an employer in country of employment,  statement that shows that employer is the holder of the bank account and copy of passport of the person/s being employed and their employment contracts
  • scan and send application and all documents by e-mail

Applications to take part shall be managed and sent in by EURES/the Public Employment Service. Please contact the project partners for more information regarding project, application forms etc.

Application must be sent latest the day before the start of employment. After approval by the project we will send a Payment request to be submitted by the employer. The project will verify all information given.
